I do remember that bit but I got the impression that Xander had risen up the heirarchy by then and wasn't at all hands on (suit, blueprints etc.) unless you count boarding up windows at Buffy's place. The all new SD High is presented to us as a done deal and a project like that would take maybe three years. In Life Serial (crew foreman - Tony) no mention is made of SDH when Buffy's working on site although they do appear to be filming on the same site as in The Replacement (difficult to be sure) not a lot of progress has been made on the building (I think we assume that it's a different Sunnydale construction site).

Plus, just before that in Lessons we get

DAWN: Hey. Check out double-O Xander.

implies to me that Xander swiped some plans he wasn't directly involved with wheras at the 'client meeting' level of supervision he'd be fully entitled to be walking around with them, after the contract had been awarded anyway.
