I felt that the reference in 'OAFA' didn't need explaining.
From 'Fool For Love' it's fairly obvious that William and Cecily have know each other for quite a while. And while Cecily wasn't too happy about this William still had an impact on her life. We know that William was vamped shortly afterwards to eventually become Spike, and thru 'Triangle' and 'Selfless' we know that vengeance demons don't start that way and change their names on becoming demons. It can easily be assumed that Cecily later cast a spell on some child abusing bastard (that was her specialty as a demon) and D'Hoffryn enlisted her into his family. The events of 'OAFA' only show that they recognised each other years into the future. Hallie didn't press the topic because she was never interested in William and Spike didn't press it because he had moved on and fallen for Buffy. Besides it was only meant as an in joke since it was the same actress for two roles. They just decided to perfectly legitimately combine the roles for a change.

Also if I never hear of FE again it would be great.

And seeing as this was *my* episode, nobody else has to like it. We all get to choose what plot "hole" we want to address, and I chose this. If you don't like it, don't bother reading it. Simple as.

Then it was Halfrek in FFL, not Cecily, because we learn in Selfless that prior to 1880 Halfrek was already a vengeance demon.
