Indeed. The point seems to be that when the performance isn't in motion, the RAH make the rules, and they don't mind. The stewards are quite happy - at least, they always have been when I've asked, which I always have when I've wanted to take a photo. When the performance is in motion the BBC make the rules and they are very jealous of their rights (and their lawyers are notorious). I have seen a video camera confiscated (at the Last Night), though I don't know what happened to it afterwards.

(By the way, if you saw a lot of flashes after the end of the Birtwistle Prom, they were official flashes. The photographer introduced himself to the front row before the concert began. I think he'd had some flash equipment set up beforehand, with a radio link to his camera.)
