I remember reading somewhere that there were a few other reasons for the fountain as well. Dr Cathcart specialised in treating throat complaints and the fountain was useful in that it would increase the humidity in the hall therefore helping singers to avoid damaging their voices. This was also why he argued for lowering the concert pitch by a semitone (and possibly funded the purchase of the new set of instruments for the orchestra).
Another reason mentioned was cosmetic in that it broke up the lines of people in the Arena.

On the subject of how the fountain leaves the Arena, it could go through the large area of the Arena that can be lowered to get to rooms below. One of the benefits of being a Gallery season is not getting chucked out between an evening and late night concert, and being able to look down on the stagehands while they work. At the Jools Holland prom last year we were able to see all the kit and instruments raised up to the Arena on the lift. Seeing the amount of stuff that had to be moved and set up explained why the doors didn't open to prommers until the very last minute...
