Okay I thought my problem might have been that I sent my army in November so I didn't send it till december. This meant I got the luxury goods in start of sept. Even though I tried sending wood at different times in the month I still couldn't get them earlier than start sept. I give up on this . I do not know why I got the luxury goods in June in my earlier try. Still that was early enough to get 5 manors before the end of Sept.
Anyway it does not matter. My PR will only rise by 4 points every time. Even with 5 manors and nothing else in october it still only went from 84 to 88 and with 5 top residences it only went from 80 to 84 in July and 76 to 80 in April and 72 to 76 in Jan. It keeps telling me that exports are less than imports. 1549 exports 10110- imports 10575. 1548 exports 9690 - imports 6375. So it appears that the previous years exports/imports affect the next year. I was limited to a 4 point rise each quarter for 2 years.
So I sent this save in.
Final score: 100CR + 88PR + 44MR + 100KR + 100 Battles = 432/444 possible. I had 552 pop and 819 Db with people idolizing me.
I would have to go back to 1548 and see if I could import less without losing any housing levels. I managed without importing linen. I stockpiled 100 linen and worked a 2700 blessing to go with the max. pottery to sell.
I did altogether about 20 different tries to get the luxury goods earlier but never managed to get them in June like earlier so I still don't know why.

Every one of the last 2 years I had a higher Housing level than the PR that resulted so the imports higher than exports limits you to a 4 point rise. I could have had 10 points every time in 1549 and 1548.
I would be very interested to know what you others imports/exports were for 1549 please if you can check. Or is there something else that I don't know about. every time I saved the game before a PR rise I also deleted all the huts and lower houses to check the max. rise but I never got more than the 4 points. So I went back to leaving the houses there to help with employment.
