I don't know why the other local stations didn't support "Hung Up", but then the local Top 40 radio stations never had much of a reputation for supporting local artists.

As for the second question, I was only a kid at the time, and have no information about that. But, based on what I've read about how the recording industry worked in those days, that sounds totally plausible.
