one thing I'd like to see is an expansion of aquaculture thinking in a Seasteading context. I played with that a little bit, but not near enough. The major issue with reef/rock systems is agricultural waste and sediment from development ashore, and hard strata is required for healthy marine ecosystems. There is a place for replacing these hard strata. I think dumping shopping carts or tires or some such at random locations(GPS located) in 30 feet of water could provide wealth of harvestable rockfish and shellfish. It's worth a think. Stuff moves in fast. That's the way the ocean works.
