Mark very well said. We do need to improve on what we have but NONTRANSFERABLE is not the answer here. I keep saying we are all for more hunting opportunities and nontransferable will take opportunities from hunters.
I'm heading to citrus this weekend because me and my Bud Chris had two permits givin to us. Other wise I would not get this opportunity to hunt if they were nontransferable.

Keep the permits transferable.
Keep the hunters in the woods.
keep building opportunities.
