In both versions of the question, the answer is yes. I don't feel that whatever the author, or anyone else for that matter, can change the way I dreamed a character to look, but I do really like to learn how other people saw them. It's pretty crazy how different imaginations can form completely different people from the same character.

Granted not all authors describe how their characters look, but usually a few little clues get dropped, even if they were accidentally. Like whether they had green eyes, because sometimes it becomes unavoidable. "He shared the same color eyes of his dead-beat-dad, and he HATED THAT!" In those situations it's hard to avoid, and with just that tiny little hint, suddenly a visual starts to form.

A good example is how everyone pictured the characters from GFD, most notably Justin and Taryn. Even the person Comsie chose to represent his characters changed over time. For a while, both me and Comsie saw Justin as Chase Ellison



But before that, he pictured this ugly mug:



And Taryn? Whew. Man. Comsie pictured this dude:



but also Edward Furlong, who I've never had a thing for... which looking at this photo, you wouldn't know why, but he's got weird eye bags, if that makes sense.



Wrath of Magneto pictured this dude:



And I didn't quite have an exact match for Taryn, but in my head he looked a bit like a younger version of Brandon Lee as The Crow:



They were kind of the same character type, you know?

The point is, sharing what a character looks like is a great conversation starter and awesome way to get your readers involved. It's win-win-win! Not only do I get to see boys, but I get to talk about them, and compare notes, and let everyone know that they're wrong and I'm right! >:O

Ahem. I mean, the win-win-win is: engagement, conversation, and fun. You can't lose with that, even if a few claim you've ruined their life. They'll get over it, and everyone else will get to talk about your story.
