Instead of the set periods of ceasefire (some variable start/length which you have included in 5.0) make it a house rule kicked off by a news event and ended by one (do a basic 6 turn period and have a few turns on each side of event as the variable......

The house rule would say no offensive actions but if the other side withdraws you can move up to occupy the hex..... this would stop me from withdrawing back and other side have to waste a turn or two to "catch up"..... this would also take care of a problem that is possible in 1944/1945 if the Germans are not quite as far West as history (or trapped in Kurland) and their could be a hex row designated spliting the map between no attacks and those where one can....
