obviously, the house rules were created to make the scen more historically accurate
but i think that they often produce strange results far from historically accurate, e.g. observing all the Finish house rules means that the Russian player can safely use most his units starting near Finland in other areas because he knows that Germans can't cross certain lines for many turns - this is totally unhistorical - i would suggest changing it somehow, or making some Russian units unable to move for a number of turns so that they can't be used in different areas creating unhistorical situation

actually, russians don't have to keep any units north of Leningrad, because the German player can't attack with Finnish units from the north until turn 40, provided that all Gemrman units are engaged near Murmansk, the northern area of Leningrad is perfectly safe for 40 turns and all Leningrad units (or at least most of them) can be used elsewhere, e.g. to defend the southern part of the city
