In resorts in Canada that I am familiar with, the developer will certainly forclose after about a year without legal pursuit.The legal costs are to high to make it worthwhile. Something that must be considered from their point of view is that those fees are generally directed to the upkeep, maintenance and future stability and condition of the development. If we don't pay they must.
