She WAS over your head. She went to no one else. She didn't have to. You were the "deputy," as you say. Rosie was the Sheriff. She was your boss. She over ruled you. Bosses get to do that.

Do you actually work? Just curious. Gale's a cop. Hugh's an aviator. I'm unemployed. What's your field? Just seems to me, this chain of command concept is foreign to you and thinking maybe you've really never held a job.
