That's the name of the place. Irving and 9th. Good place. NR stands for one of Huey's favorite sayings, Nigger rich. He used it as a header for a post in which he gleefully reported how Dwight Gooden (the nigger) had squandered away his baseball fortunes and was no longer rich. Seemed to tickle our Huey. Rosie deleted the post. But I now occasionally call Huey, Nigger Rich, as a tribute.
