Paulie can't make or people do anything. Whatever view she comes to, she does with all by herself. Tori would have to come out at some point when her parents see that their pretty, smart, and fun daughter isn't dating a boy and is spending all of her time with Paulie.
Tori already made it clear she could live without Paulie, but not without her family.
