Interesting that he's retiring now. In spite of all the changes of guard at the top he's experienced he has not only managed a consistently efficient department but has done it under such a wide variety of supervision philosophies. As much as I suspect he's ready to take a break after such an intense couple of decades, I also suspect part of it is that this manager is so difficult to deal with that it's pushed him over the edge. I've seen other people with integrity retire or step down hoping for some kind of revelations about the sordid underbelly of such a corrupt city but it has never come to pass. Either too exhausted from the experience or just taking the time to live their lives, it has been disappointing. Whatever comes of this, we all owe Mr. Garrison a huge round of applause for putting up with the crap for so long and doing it so well. His successor has some huge shoes to fill!
