The Corporation Counsel is a walking conflict of interest. They serve the Council and the Corporation and the assumption- because they serve both- is that they also serve the community. There is no default accountability in that setup. The only effective way for the public to challenge the CC's decisions is to hire a private lawyer to sue under Article 78. The CC is aware of this and has abused their position because of it. Good luck with changing it. The City Council has no interest and the public doesn't have the means.
