This is not harvey's first time harassing or bullying Michelle Kelson.

During the council meeting on 5/28/19 (https://www.youtube.com/watch?v=9avCfSCjo5c&t=8616s), harvey lays his wrath down on Kelson, apparently due to the delayed rollout of the municipal I.D. program. When former Councilwoman Meija leads off the old business portion of the meeting ( at approx. 2:23:30) with "the mayor had asked earlier about getting a status report on the municipal I.D. rollout..." harvey rises out of his seat, ample belly proudly protruding. This action is clearly meant to intimidate Kelson as she attempts to explain the delays in rolling out the I.D. program.

The situation deteriorates further at approx 2:27:40 when harvey becomes totally unhinged and loudly berates Kelson for about 45 seconds. Former Councilwoman Rayford interrupts harvey and calmly explains some of the reasons for the rollout delay while harvey silently undulates in his chair like a petulant child.

Has harvey apologized to Kelson for his last outburst or even acknowledged his tantrum(s)?

When is someone going to confront this man about his tyrannical behavior? I understand China Shop's advice to avoid or be indifferent to such behavior. Still, such actions have yielded little to no results-one can successfully argue that such actions have emboldened harvey. We have to object to this bullying behavior if not at a council meeting, then at the voting booth.
