Not to worry, the codes can be changed so you can section off your "home" into 400 sq.' HUs. Do you this narrative running tangent with the "migration" issue is a coinkidink? The housing reforms being floated and, in some places, implimented have been done before, for the better or worse, with best intensions being relative. A government "persuassion" to smaller living spaces, private housing sublets, rent control, that reads like the socialist transformation of public housing' (1956-1966) phase... "Land and housing policies became increasingly politicized under renewed efforts to socialize Chinese society." The central government urged local governments "firstly to strengthen state control of the private housing market; secondly to transfer the ownership of private housing to the public sector.'' "..."The private market for land and housing was eliminated in the course of the socialization process as these commodities became benefits of the welfare state and not subject to market forces."
Then again, it also reads in part like the post-Mao era's property and housing reforms phase... "The property and housing reforms were designed to lessen the financial burden on the state, increase economic efficiency of land use and allocation, create land as an asset with value and generate tax revenue. Legal reforms were put into place to institutionalize the privatization of housing and land. By implementing essentially longterm leases, called "land use rights (LURs)," the Chinese government retained ownership of land but allowed individuals to develop and transfer land under the LUR system.1°8 The separation of land use rights from state ownership of land was an ingenious means of preserving the socialist ideology of ownership of the means of production while creating a market in urban real estate."
Hopefully, that in-between phase will be avoided. Because eventually the "socialist housing movement" devolved further.
