An interesting observation, but Middletown was far from alone. The state has the sole authority to license cannabis businesses, and they gave every municipality the opportunity to opt out by 12/31/2021. Of the 43 municipalities in Orange County only the City and Town of Newburgh and the Village of Woodbury did not opt out of businesses where cannabis would be sold and consumed. Those three can never opt out. The other 40:municipalities can opt in at any time. The City of Newburgh, of course, is much more desperate for revenue than many of the communities who opted out. The 40 communities can now sit back and watch the City and Town of Newburgh and the Village of Woodbury experiment with on site cannabis sales and consumption. If they see that it is a cash cow, as the City of Newburgh hopes, and that there are few crime problems resulting from the licensure of cannabis on site sales and consumption, they can join in at any time. Let the experiment begin.
