"In the know" is spot on.

Harvey initiated a call to former Councilwoman Rayford (which Rayford recorded) with the explicit purpose of undermining and usurping former City Manager Ciarvino. In this call he expressed his hate for the city manager ("I hate his ass") while gloating that he just pretended to befriend him in public and private. He explained how he met with corporation council privately several times with the express purpose of having Ciarvino removed from his position. He also explained how he secretly went to each council member privately (except Grice, as he was out of town at the time) to lobby to have Ciarvino fired. A particularly amoral note is that Ciarvino told his "friend" Harvey in confidence that his wife recently had a baby that was born prematurely and suffered some type of birth defect. Harvey gleefully shared this information with Rayford, saying, "he asked me not to disclose this to people, but I'm going to disclose it to you, just between you and I." This is not opinion or hearsay. This is the Mayor on tape.

Very hypocritical indeed. This is the moral composition of Torrance Harvey on display. Again.
