Newburgh City Council tries for pay raise second time

NEWBURGH – Members of the Newburgh City Council will try for a second time within weeks to lock in pay raises for those positions. An initial attempt failed by a split vote.

Under the initial plan, the mayor’s current salary of $15,000 would have risen to $25,000, a 66.6 percent hike. The revised proposal would see the job pay $22,500, a 10 percent cut from the original plan.

The two council-members-at-large, who are currently paid $12,000, would have received $22,500 in the first plan, an 87.5 percent increase. Plan two would reduce that by 11 percent to $20,000.

The four ward councilmembers, who also currently receive $12,000, would have been bumped up to $20,000, a 66.6 percent increase, but under the new plan, they would earn $17,000, a 15 percent reduction.

If approved by current lawmakers, the proposal would be subject to a permissive referendum of city voters, said city attorney Michelle Kelson.

“If the council approves the local law, that starts the 45-day period. Qualified residents of the city would then have 45 days to collect those signature in the appropriate manner and file that with the city clerk,” she said.

City administration pay

The city council is poised to adopt the 2025 budget on Monday night.

And in the $70.5 million spending plan, City Manager Todd Venning’s salary is slated to increase to $212,273, a 1.5 percent increase over this year’s. A full benefits package is in addition to that.

While Venning holds an appointed position, he manages a city of roughly 30,000 people.

Orange County Executive Steven Neuhaus, who is elected and oversees a population of just under 400,000, earns less than Venning, with an annual salary of $192,322.

Venning’s chief of staff, a position he created when he took office, will earn $138,720, a two percent raise, plus benefits. Michael Neppl is Venning’s gatekeeper who decides who will have access to the manager and city department heads. The media is not allowed access to Venning or those other city officials.
