issuing violations and going to court is, of course, the necessary legal action to take. but 4 months into this mess (by October) a hi-functioning administration could have anticipated a worst-case winter scenario -- 'gee, what if the tenants don't have heat and hot water by then'?
A hi-functioning city hall would have a PLAN B action concurrent with legal action.

BUT...is it possible that City Hall didn't want to jeopardize the 30-year PILOT request that is still being reviewed? Keep the maintenance situation quiet, and fingers crossed it would go away? but then it didn't. and there's no action plan.
