Well said Confused. Councilman Shakur is exhibit A why the charter should not be amended to switch to the strong mayor form of government. He is as you describe him, Confused, but he is a top vote getter and the electorate could very well elect him as the “strong mayor”. Newburgh would then become the laughingstock of the nation. Interestingly, soon after he dropped that F bomb on Councilwoman Stewart at Monday night’s meeting, he got up and left the meeting. What happened then? The mayor had to struggle to get anyone to make a motion during the City Manager’s report. The five remaining councilpersons sat there, seemingly afraid to make a motion. I guess making motions is Councilman Shakur’s contribution to the city.
