City of Newburgh firefighters saved numerous apartments from burning after arriving at a four-story apartment building and finding heavy fire last night. A crew of firemen from the ladder truck crawled around inside the inferno with no hoses and no water until their only pumper truck arrived, due to short staffing levels.

At approximately 7:35pm on Saturday, November 5, 2022, the City of Newburgh Fire Department was initially dispatched to the area of 52 South Miller Street for an odor of smoke. The incident commander was the first to arrive and discovered heavy smoke coming from the top floor of an apartment building located at 33 South Miller Street. He then called a second alarm.

At the time of the fire, there were only seven firefighters on duty in the City of Newburgh, who were staffing just one pumper and one ladder truck. The city’s additional pumper company on Broadway was closed down at the time. The drivers of the rigs cannot go inside because they operate the pumps and aerial ladder, and the incident commander cannot go inside since he is busy coordinating the fire attack. This left just four firefighters to fight the heavy fire.

According to the International Association of Firefighters Local 589, the union representing the City of Newburgh firefighters, the city’s only fire engine – and their only rig carrying water to fight the fire – arrived minutes behind the ladder truck because they were coming from the other end of the city at the West End firehouse. Typically, an additional engine would have responded along with the ladder truck from the Public Safety Building downtown.

Since the ladder truck crew were the only firefighters on the scene, they were forced to abandon their normal task of climbing onto the roof and ventilating the building. This tactic, when done in synchronization with crews inside the fire, would ordinarily help extinguish the fire safely without the risk of flashovers.

Instead, the ladder truck crew of a whopping two firefighters forced entry into the apartment that was on fire and began a preliminary search for victims.

The only rig carrying water then arrived from the West End with two more firefighters to go inside. The two-man ladder truck crew then ascended to the roof to begin ventilation while the two-man engine crew remained inside fighting the fire all alone.

The team of four firefighters quickly began knocking down the fire as crews from the Air National Guard, followed by West Point, arrived following their dispatches to the second alarm assignment.

Within 20 minutes, the fire was brought under control. According to the IAFF Local 589, the fire was contained to the top floor apartment. Firefighters operated at the scene for over three hours.
