The system isn't meant to "solve" anything, that's the sell delegated to the politicos. The system was designed to keep expanding in tandem with its inflating carrying costs. Crime...people and drugs being trafficked into and throughout this country, gives cause. It's a business model backstopped by taxation and expanding debt creation. Well, that debt created has gotten alot more expensive as of late. Tag we're it tax mules. Yet I read about new public "adminidtrative" positions being created and tax breaks for urban "spas", hemp and solar "farms" being touted as solutions. But money goes where it's appreciated better and people were exiting high taxed locales. In a twisted fate, this housing downturn is a saving grace for municipalities with inflated budgets when the majority of its property tax base is mortgaged relatively cheaply so they're rooted for the time being...and the beancounters know this. The saving grace will be short lived, however, as the economy either tanks and/or hyper inflates. Residents will leave not out of choice but out of necessity. There will be budget cuts, maybe not in the nominal sense, but in services provided because the dollar loses its value. Then what?
