In general, as with business owners, competent managers don't Hire those who can't fulfill a basic requirement of the job. In a previous sane world the candidates for this type of position would be interviewed by an engineer/architect among the other dept. heads doing so. A consensus would be derived with a recommendation to the hiring manager. 'Been there, done it. The value an individual brings to an organization that will benefit the bottom line was rule one (btw, one's minimum wage is z e r o if you can't match that value). That used to be a given, well, in the private sector anyway. That's been superseded by ESG and DEI, aka "wokeness". The public sector has taking upon itself to be the the flagship. So, just like other recent issues at play, one needs to go up the food chain for discovery. NYS set the entrance bar to "certification" low, and it's not a secret to those in the field. As well, Newburgh's minimum qualifications undervalue its 'distinguishing features of the class' in the job discription. ' Want to match the latter? Get the proof and match it with a salary on par relative to the other department heads.
The "requirements" for obtaining Certification of Building Safety Inspectors and Code Enforcement Officials are minimal relative to the actual course material and resources within the Basic Training Program itself. The Building Safety Inspector basic training program includes at least 60 hours of training; The Code Enforcement Official basic training program includes not less than a total of 120 hours of training.
