Not necessarily. As calculated by the Census Bureau, the City of Newburgh's self-response rate was markedly lower than the City of Middletown's. As well, the 'Burgh showed a S-RR decline relative to 2010, where as Middletown had a slight increase.
An analysis of a municipality's water usage provides a good indication of its populace (a municipal 'BuildingBlocks' platform provides the data). But doing so can create a "catch-22" for officials of a "welcoming community" that is heavily reliant on an accurate census in order to maximize subsidies, given a majority of its populace thinks it has more to lose in providing info toward that effort. Taking further, how does a city force 'regulatory' compliance on a populace that wishes to remain "unaccounted" if mature parallel grey markets exist? Drop the hammer and risk ostracizing your constituents?
