Subject: Referees in 1997

Hi,
I was just wondering if anybody out there had any information on how the referees were organised in 1997.
I always assumed that the ARL was the higher standard of football and that Bill Harrigan was the best referee at the time. Yet Bill did the Super League grand final. Did referees who officiated in Super League get paid more? Did referees officiate SL one week and ARL the next? Who appointed the referee, the NSWRLRA or was another body formed?
