Yeah it does :-

Mini & Mod footy (Und 12's and younger) the side not in possession can't move until the ball is in the hands of the first receiver i.e. after the first pass from the acting or "dummy" half.

In all international games the side without possession can move once the ball has left the heal of the player at the play the ball.
