For starters, the rule changes are generally proposed and agreed upon by the clubs, so don't go blaming referees for that.

Secondly, that incident being a penalty was a result of a minor adjustment. Clubs agreed that ANY contact with the head should and would be penalised.

Get your facts straight before you come on blaming referees for enforcing the laws of the game.
