The obstruction rule is one of the simplest in the book. It simply states that "a player who is not holding the ball shall not be tackled or obstructed. If you are going to penalise the attacking side then two things must have happened. First of all a player from the team not in possession must have been obstructed and unable to make a tackle as a result. Second, the obstruction must have been caused by a wilful act of a player from trhe team in possession (other than the player in possession). To my way of thinking, if you can't point out a potential tackler who was onstructed then its not a penalty regardless of how the players have worked a move. Its quite natural for a particular move to be ok on one occasion and an obstruction on another, depending on if a defender was obstructed or not.
