AIDS Education

The General Assembly,

Realizing that the UN Charter states its purpose is ?to reaffirm faith in fundamental human rights,? of which health and life are part of, AIDS is an epidemic that affects health, life, and the economy, yet the resources available to the people are not sufficient enough to control it through education,

Aware that the UNAIDS is already taking action to control AIDS by having health services available, however studies show that women and men are likely to be infected by age 15 to 49 and the number of STD cases has in creased from 1,002 to 6,043 cases from 1991 to 1997,

I. Expresses Deep Concern:

(A) The modes of transmission recorded for number of Kuwaitis with reported AIDS conditions include Hetero, Homo/BI, IDU, Blood, and Perinatal transmissions and the ages at which Kuwaitis are reported to be infected is a high range which shows that AIDS education is provided only for certain modes of transmission or ages;

(B) The information for the number of functioning CVT sites and information for the percent of the Kuwaiti population that has access to heal services is not even provided by the UNAIDS, which causes concern as to the amount of research done and resources available on AIDS in Kuwait;

(C) The low amount of money spent by the Kuwaiti government on health education and care causes concern as to how many Kuwaitis have access to health education and care services because low funding means few facilities and/or programs can be purchased and/or built/created to help with health education and care;

II. Is Aware That:

(A) Recognizes that there are many recorded methods of AIDS transmission. Conditions include: Hetero, Homo/BI, IDU, Blood, and Perinatal transmissions.

(B) Is aware that the number of STD cases is increasing from 1,002 cases in 1991 to 6,043 cases in 1997;

(C) Is aware that the contraceptive prevalence rate for Kuwait is estimated to be only about 49.8%;


(D) Is aware that the percent of government budget spent on health care for the year 1998 was an estimate of 8%;

III. Recommends:

(A) That the Education Council:

1. Increase the number of education facilities and programs in the Middle East in both rural and urban areas by at least 20%;

2. Provide many sexual education programs designed for teaching:
A. the dangers of high-risk sexual behaviors
B. how to prevent the transmission of AIDS and/or STDs
C. how to deal with his/her or a family member?s infection;

3. Encourage abstinence;

4. Increase the number of services and facilities that provide HIV testing and health care available in urban areas by at least 20% and in rural areas by at least 10%.
