The General Assembly
Funding For HIV/AIDS in Southeast Asia

The General Assembly,

Realizing that all countries have a right to live in healthy and safe nations, yet the recent outbreak of AIDS in Indonesia has been classified as a country with a concentrated HIV epidemic,

Aware that the reported cases have only recently shown a rapid increase, however, the numbers of cases have increased by hundreds each year,

I. Expresses Deep Concern
(A) The amount of reported cases and deaths each year has continually increased by greater numbers, such as moving from 56 to 185 reported cases from 1999 to 2001;

(B) The resulting amount of orphans (with one or more parent that has died of AIDS);

(C) That HIV/AIDS is one of the most preventable diseases;

(D) In poor or developing countries, about 6 million people are in need of immediate treatment, while only about 400,000 receive this (less than 8%);

(E) That funds provided are insufficient considering the size and population of the country, and the high levels of unsafe sex and drug injection;

II. Is Aware That

(A) Realizes that Indonesia has a history of low numbers of reported HIV/AIDS cases;

(B) Recognizes that the government of Indonesia and the UN have other expenditures to continue or other issues to meet;

(C) Is aware UNAIDS spends about $1 million per year, plus donor contributions of roughly $13 million in Indonesia towards HIV/AIDS;

III Recommends

(A) That the UNAIDS Council:

1. Provide better health care to 120,000 people with HIV/AIDS by ensuring safe
medical immunizations, and bringing more counseling and testing to Indonesia;

2. Develop more local programs or community organizations to make available the information they are giving to the people of Indonesia about the facts and statistics of those with AIDS in their country;

3. Bring better communication to citizens over their role in preventing and helping HIV/AIDS, and campaign the various ways to prevent AIDS;

4. Provide more care or support to orphans of AIDS parents, or children with still living parents;

5. Determine target audience then identify the easiest form of communications to them, such as encouraging councils at work places or schools to notify workers and students;

6. Bring more councils to improve conditions of the society at risk that can reach the community through mass media, etc. (The most common form is radio where people are tuned in 6-12 hours a week);

7. Assure that health and social welfare services are recognized for their contribution to prevention of spreading AIDS
