Subject: Can't figure it out

I am 21 and from the way women treat me I seem to be above average in attractiveness. It is not uncommon for a woman to give me her phone number, but it has been a while since I have been in a relationship. Sometimes when I call then will say they are busy, but to call some other time. I'll call back and no one will pick up enough times for me to realize that they are avoiding me, so of course I stop calling. I suspect that this might be "playing hard to get," but I am not sure how to deal with this. Some of these women I never see again. This has happened with the last four women I have persued and is a major obstacle for me in my love life.
