First off, they probably refused to settle, or the amount was way too low and that's why Fieger went to trial. He said before in an article that he negotiates settlements all the time. Isn't the child 17 now, but this happened at birth? Looks like the hospital refused to admit negligence all these years. Second, the child's life is over for all pratical purposes, and for that they need to be punished. Money(not people) seems to be all companies understand these days, so take their profits away, maybe they'll pay more attention to what they're doing! It worked with car companies who kept making badly designed cars that kill. They got sued so much, now cars are more safely built.

People who keep saying $30 million is too much should ask themselves: what if it were their child put in that shape by the hospital? What's enough to make sure the hospital will not do this again? $10 million may not be enough to get the hospital's attention.
