I think you're confusing concern for the victim with accusing the victimizers. By doing that we will always make victims of the victimizers and start the cycle again. However, it is possible to express deep concern for the victim and also concern for the victimizers. After all, the victimizers are also not guilty of that greater myth of causing chaos in society.
Take for example the woman caught in adultery in the gospel of John. Jesus turns people's readiness to victimize back upon themselves, not by accusations, but by opening their eyes to themselves. To be specific, he does not openly accuse them of victimizing, but rather lets them consider themselves a victimizer. Do you see the difference? The latter is the attitude of always bearing personal responsibility first so that we can never turn upon someone else. There's this great line from Dostoevsky: "Each man is guilty before everyone for everyone, but I more than all the others." So we whenever we see a victim, we do not partake in the accusations at all. We abscond from the system.
