Mike, I think the "generation contract" was a bad political hat-trick from the very beginning. You cannot make a "contract" with people who were not even born at that time!
It was a snowball system or pyramid scheme, regardless of what you call it - they're illegal in Germany, but the government established one for social security.
And we all know that snowball systems collapse as soon as there's no growth at the base any more. And because birth numbers have been steadily decreasing since the 70's in Germany, it was obvious that we'd get into trouble.
My econ prof hinted that the problems were OBVIOUS already in the late 60's/early 70's - but the politicians chose to ignore them for 3 more decades!
