Unmodified values are your "actual" skill level. You have to get that from 0 to 100 in order to GM, etc. The one listed is the one used for game purposes, and is modified mostly by your stats. The "unmodified" skill is the one that actually raises, sometimes the one listed will raise with it and sometimes it won't. Your stats play a diminishing role in modifying your skills as you progress, that is why it often seems as if your skill is raising slowly... as you rase your "base" skill your stats effect decreases and thus your "displayed" skill seems to raise slower.

Anyway, I think that was confusing. Just raise your skill and don't worrry about it :)
