This to me clearly describes frenulum breve - please see
www.male-initiation.net/frenulum_treatment.html
this will tell you that stretching wont work (or it will take a year ...) the simplest method is tying the frenulum -(follow the links)

The use of condoms (to keep the foreskin from peinfully retracting) and the premature ejaculation are both frequently reported by f.breve sufferers.

I dont know if you might have a mild phimotic ring as well, thing is - this frenulum tying method is so easy that I suggest doing that first and then seeing how things are
