Subject: Hi, I am new to sewing...

and was needing help on making my 1 year old dd a poodle skirt. The pattern calls for felt, but that is for a costume. We need the skirt for a pageant. What type of material would be the best to use? TIA

Felt it going to give you the most firmness (body) to the fabric. Any other fabric you use will be very limp, but I am assuming you will be using many crinolines to give you the "poof" needed. Providing you use ample crinolines, any good bodied fabric should work for you.
