Subject: ? Fishline Hem

I saw a dress that has very wavy medium sized curls. I have tried cutting the material in a circle but the curls are too small and doesnt lift up the way it should I want the curls to look very round and medium sized.
I also want to use two materials (both organza) the top one dark and the bottom one light coloured so when I sew the fishing line in it must basically lift so that both colours show in the hoops.
Please help me Ive been battling with this for a week. Ive tried fishing line and thin wire...
What size fishing line must I use, and am I cutting the material right?
:) Please Please please help me.

according to what I have seen, you have to do a rolled hem with the fishline in the hem and after you sew, do not cut the fishline when you pull it from the sewing machine. then feed the fishline through the hem like you do elastic.

yes you also need to push the fishing line through the hem like you do elasitc
