I have played around with this while trying to make a latin costume. I used a blind hem foot with the fishing line and it was not as curly as I wanted. So I cut the fabric in a circle and that made it extra curly. Hope this helps.

Wind heavy fishing line around a large cotton reel, about the amount you,d use around the hem, fasten end with duck tape (and the beginning with tape). Bring a pan of water to simmer drop in cotton reel simmer about one minute. Carefully remove the reel and cool maybe overnight but at least a few hours until cold. This will set the line in tight curls.
