because my daughter is 9 and had yet learned to go on her toes in hard shoes. I was relieved when the rule came out. There are certain dancers in her class younger and older than her that are doing toes and she wishes she could, but I've tried to explain to her that going on your toes doesn't give you any extra points when you compete. It's how well you do the steps you do, etc.
