The explanation as I see it is that the Commission is the organization of Irish dancing *teachers*, not dancers or parents, thus the main purpose of its actions is to protect interests of teachers, especially those well-established and prominent. There are several regulations that support this presumption, like the one that students cannot freely change schools or a new teacher cannot freely choose location for his/her new school (which seems normal in a market-oriented businesses). It is logical in a way! But sadly it does not work in favour of students.
