Subject: Help! Oranda tail being eaten...what to do?

My Oranda has had its tail bitten off by aggressive feeder goldfish. They've been removed from the tank but he can't swim correctly now. He doesn't look good, he seems to really struggle to stay down in the tank and when he goes to the top he turns sideways and touches the surface. He swims crooked because he's unbalance. Does anyone know if his tail will grow back? Also, there is a male Beta in the tank who I saw chase him twice although he never did that before. Please advise asap... I'm really worried about him.
