Don't fret, I've known the worry you currently know, and my fish survived it. His tail should, and most likely will grow back. Just be sure to remove anything else in the tank that could make matters worse. If his tail in "bear bones" so to speak, I don't know if any of this will help, b/c his survival depends on how strong he is. I had to put one of mine in an isolation net/tank to separate it from other fish until he recovered. Make sure to medicate the entire tank as he recovers, because if ANY (I emphasize ANY, speaking from a previous experience) have ick or anything WHATSOEVER, it is likely that your oranda will get it and die from that very quickly. If you give the fish more food (by making sure that you see it eat more and that it's the right type of stuff), medicate, and isolate, it should be fine.
