Subject: PH won't stay where it's supposed to.

I live in a hard water area and am having all kinds of trouble keeping the ph down in my 55 gallon community tank.Most of the time the ph ranges from 7.6 to 7.8 but sometimes jumps to 8.0. Everyone I ask gives me different advice and so far none of it has worked. The tank has been in operation since January and is full of fish. The fish keep getting sick,as you can imagine, and some have died. I do have a water softening system but I bypass when I get water for the tank. I do regular cleaning and water changes so that is not the problem. Please help.
