Yes, well maybe... he could be one of the Rockmen in FGCTU. He moonlights as a clown sometimes we're told...in Rocktalk, his last name is spelled... Kel--eee, kinda like...Kelly. His first name is, of course, Emit...what a coincidence! (like Emit Kelly!) Recall if you will that lost tribe of the Gobi dessert language where they speak like English, but backwards. It would be kind of tough to find him, since they all wear those pointy helmets....you'd have to catch him at some gig, but there are usually his buddies around and they will not allow harm to come to their Emit.

Way back all the Sergeants would occasionally get together for a meeting in their pointy helmets. The lead speaker would often be Sergeant Beauregard Zoe. He would generally be called "Bo" for short. A sign would be put up saying "Officers, No Emitance."

I watched a little of FGCTU, and the Gobi desert language comparison is quite accurate! Officer Torch certainly knows his Rockmen.
