So True! NYS has rules regarding animals kept outdoors. The doghouse law was enacted in 2004 and sets standards that include a waterproof roof and an appropriate size. When the temps fall below 20 degrees the doghouse must have "Insulation appropriate to local climate conditions and sufficient to protect the dog from inclement weather."

Other parts of the rules state that it should be structurally sound, free of bodily waste, dirt and trash and have a clean surrounding area. The only way we can help these poor creatures is to report their owners to the local sheriff's department. I dislike people who treat their animals as 'lawn ornaments'.
